The comprehensive scope of ASTRO spans many areas of expertise and includes any and all components required to formulate a total solution. These platforms and/or robotics may be based on land, air, sea, and/or space. Requirements may call for solutions that cross over multiple disciplines; include ancillary support services and/or products; require commercial and/or non-commercial items; require professional and/or non-professional labor; and use a variety of contract types or a hybrid mix of contract types. FEDSIM, on behalf of DHS, established this $6B, 5-year multi-award BPA to provide a full range of specialized information technology (IT) services and tools to implement DHS鈥� Continuous Diagnostic and Mitigation (CDM) program to DHS, the Federal Government departments, and state, local tribal and territorial governments. The CDM program seeks to defend Federal and other government IT networks from cybersecurity threats by providing sensors (tools), diagnosis, and mitigation tools to strengthen the security posture of Government networks.

Ordering Contract Types

The CDM Tools/CDM BPA allows for the following order types:

• Labor Hour (LH)
• Firm Fixed Price (FFP)
• Cost Reimbursable (CR) for travel only

Each TO can have multiple contract types in accordance with the CLIN structure of the BPA.

How Do I Purchase Under the CDM Tools/CDM BPA?

There are several options available for ordering products and/or services off of the CDM Tools/CDM BPA:

• Federal Agencies can use the Direct Order/Direct Bill option to procure products and or/services from the CDM Tools/CDM BPAs via Delegated Procurement Authority (DPA). Under a Direct Order/Direct Bill, the client agency is responsible for its own acquisition and program management activities. To obtain a DPA, please contact John Terrell [email protected], FEDSIM Contracting Officer.
• State, local, regional, and tribal governments can also use the Direct Order/Direct Bill option to procure products and or/services from the CDM Tools/CDM BPAs via Delegated Procurement Authority (DPA).
• Federal Agencies can use assisted acquisition/consulting services from GSA AAS FEDSIM or a GSA FAS Regional AAS Customer Service Center to acquire full life-cycle acquisition support for their procurement of CDM Tools/CDM products and/or services.
• Federal Agencies can use the DHS process to procure products and/or services from the CDM Tools/CDM BPAs via a听Memorandum of Agreement between DHS and the Agency.

Fees Under the BPA

Other than IFF (industrial funding fee), the following fees are applied depending on the acquisition needs of the client:

IFF Fee
All prices awarded under the BPA include a user fee called the 鈥淚ndustrial Funding Fee鈥� (IFF) of .75%. This IFF is built into the contract prices and covers the costs of operating the GSA MAS Program. 有料盒子APP and its CTA Members have responsibility for tracking and remitting payment of the IFF to GSA for all Schedule/BPA sales.

ACT Fee
The Acquisition, Contracting, and Technical (ACT) fee for this CDM Tools CDM BPA is 2%, which will be proposed and invoiced as a separate line item. The ACT fee only applies to orders issued by agencies under CDM other than GSA.听 There is no cap on the fee, and it can be applied incrementally with incremental funding modifications. The ACT fee will be included for Tool device licenses and CDM labor rate price quotes but does not apply to travel costs.

FEDSIM Fees
For those acquisitions in which the requesting agency elects to have GSA/FAS/AAS/FEDSIM provide full or partial acquisition and/or project management services through the BPA鈥檚 life cycles, a FEDSIM fee is negotiated on an order-by-order basis between FEDSIM and the requesting agency.

RS3 Multiple Award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract is to provide ACC-APG customers, other Program Executive Offices (PEOs) other Department of Defense (DOD) agencies, and other federal agencies with knowledge-based support services for requirements with Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) related needs.听 The scope and requirements for Contractor-provided support services for a diverse听group of organizations that span the spectrum of mission areas for programs with C4ISR-related requirements. Areas of support include (1) Engineering Services, (2) Research, Development, Test and Evaluation (RDT&E), (3) Logistics, (4) Acquisition and Strategic Planning, and (5) Education and Training.听听

The RS3 Contract Offers

• RS3 may be used by all DOD and Federal Agencies
• RS3 Total Small Business Goal is 37.6% with 5% SDVOSB, 5% WOSB, 3% HUBZone, 3% VOSB goals.听 Each task order is responsible for bidding SB Participation Plan, which will be evaluated annually on meeting those goals.听 This is a Task Order CPAR evaluation item.
• CPFF task orders have fee limits:听 7% for non-experimental/non-developmental/non-research work, and 12% for experimental/developmental/research work. 听
• No govt PMO fees for Army C4ISR programs. There are govt PMO fees for client organizations not within the APG C4ISR community; fees range from $20K for assistance with acquisition package development, plus 0.1% - 1.0% contract usage fee.听
• Non-Army C4ISR organizations can receive Delegation of Procurement Authority to originate, solicit, award, and manage task orders.听
• There are no fixed LCATS on the RS3 IDIQ contract; each task order will define LCAT requirements.听
• There are no RS3 teammates that are required to be used; each task order can bring its own teammates to the bid.听
• Task order POP can be 5 years.听

Systems Engineering, Technology, and Innovation (SETI) offers an array of research and development and critical technical disciplines core to engineering, delivering, and maintaining DOD and DISA IT products and capabilities.
