Jay MacMillan is the senior leader for ÓÐÁϺÐ×ÓAPP’s citizen services business. As the client service officer, he leads cross-functional teams focused on modernizing and transforming government missions through digital technology, cyber, IT modernization, cloud enablement, and analytics capabilities.
With over 25 years of IT management consulting experience and more than 15 years of demonstrated success managing complex portfolios of multicapability client engagements, Jay brings a growth mindset to addressing large-scale technology challenges across a broad range of federal civilian agencies such as the Department of Treasury, National Science Foundation, Department of Labor, and General Services Administration. Â
He leads a team of more than 2,000 technologists, engineers, analysts, and consultants supporting mission-critical initiatives, including modernization of major financial and case management systems and managed services platforms for cabinet-level agencies. He manages a portfolio of more than 200 contracts across 20+ civilian agencies.
Before joining ÓÐÁϺÐ×ÓAPP, Jay held leadership roles at IBM and Lockheed Martin. As a vice president at IBM, he drove solutions and strategies and led all aspects of the Treasury account from business development, sales, contracts, investments, vision, and delivery. At Lockheed Martin, Jay led the civilian business to include strategic planning, contract delivery, contracts, sub-contracts, business development, sales, and growth strategies. He guided a major reorganization of business operations that resulted in significant portfolio growth.
Jay holds a B.S. in industrial relations from the University of North Carolina at Chapel Hill and an M.B.A. from Virginia Commonwealth University.
